He is a member of the Conservative Party of Canada. Moore was the Secretary of State for Official Languages, Pacific Gateway and the Vancouver-Whistler Olympics before the cabinet shuffle announced on October 30, 2008, when he was appointed Minister of Canadian Heritage and Official Languages. On December 14, 2007, NDP announced a proposed merger with Alamo EMS, whose parent company is HealthQuest, the largest health care system in the Hudson Valley. If it completed it would have been the largest independent ambulance provider in the Hudson Valley Region. First elected to the Legislative Assembly of Saskatchewan as the CCF member for Hanley constituency in the 1948 general election, he went on to re-election in 1952, and 1956. In 1956 he joined the cabinet of Premier Tommy Douglas as Attorney General and Provincial Secretary. He continued in those roles following his re-election in 1960. After Douglas left to lead the federal NDP in 1961, Woodrow Lloyd became premier and the first universal medical care plan in Canada was introduced. In the 1964 general election, Walker was narrowly defeated according the count on election day, but was declared elected by a judicial recount. He resigned the seat to force a byelection. He was re-elected in December 1964 and served in the CCF-NDP opposition until he was defeated in the 1967 general election. After he left the cabinet in 1964, he resumed the practice of law in Saskatoon until 1984 when he retired to Victoria, British Columbia where he died in 1989.

Fisheries constitute an important segment of the national economy and the subnational economies along the coast line of India. But notwithstanding its contribution to NDP, employment, food and nutritional security, export earnings and high potential for inclusive development, slow growth and high instability remain the grim concerns for development of this sector. This paper analyses the development of fisheries sector in Odisha, a poor coastal state in India, by estimating the trend growth rate and instability indices during the pre- and post-WTO (World Trade Organisation) periods. The results indicate that both production growth and instability have been lower in the post-WTO period relative to the pre-WTO period. While production growth has slowed down because of lower growth in exports following the WTO conditions, instability has declined mainly due to underproduction. Government provisioning of primary, secondary and tertiary infrastructure is suggested to achieve smooth and high growth of the sector.
